If I understand correctly, you want to burn your drivers and some important programs to cd so you can install them without internet connection? If so then find some one that has a internet connection, a cd burner, and will let you use it. Download all the driver and utility installers, they are usually all small files anyway, make sure you include 7zip or winrar, if you have any archives that are not a .zip format.
If the total size is less than 700MB then you will need only 1 disk. Place a blank disk in the burner, intel downloadopen the blank disk from my computer, select all the files you downloaded and drag them into the empty window. click burn data disk, or whatever it is labeled (it should be in the top left of the side bar in the window) A wizard will pop up to ask a few things, all pretty straight forward, select data disk if asked. wait while it burns the disk and the tray will eject when it is done.
(if you want to test to make sure it was a good burn, remove the disk, close and reopen the tray, then put the disk back in and close again. Some computers refuse to eject again until rebooted if you close the tray with the disk in it that first time for some reason.)
